I mostly use firewire interfaces, but recently I had to get a PCI audio interface with just the approx. same specs that you mention. After some testing I bought the M-Audio Audiophile 2496 card.

http://www.m-audio.com/products/en_us/Audiophile2496-main.html

The card is decent. The sound is good, and it is very stable. The features are good considering the price.

That said, the components on the card are soon outdated... at least very dated... but the same can be said about absolutely every budget/midrange audio interface with the same specs. This fact does not make the card bad in any way. You can get much better sounding interfaces with 2 in/ 2 out.. at 24/96... but then you will have to pay 30-50 times more .
